4. Government and Management of Quality Assurance

A collaborative project, involving all 16 ETB’s, including CETB,  is currently progressing the  development of  a new governance structure to oversee all aspects of the ETB’s quality assurance provision, in line with the requirements of QQI’s new Core and Sectoral QA Guidelines, and reflecting the statutory responsibilities of the ETB, and its requirements under legislation.

As new governance and management structures are developed, approved and operationalised, they will be published here.

 

Current Structures for the Governance and Management of Quality Assurance

Current governance structures in CETB operate both at ETB (corporate) level, and at centre level. CETB is governed by a Board made up of of 21 members, and the Chief Executive (CE) of CETB is ultimately responsible to the Board for all CETB activities, including the oversight of Further Education and Training and its quality assurance policies and procedures.

The Director of Further Education and Training (FET) reports to the CE of the ETB and is responsible for the governance and management of all further Education and Training Services and the delivery of high quality and responsive FET programmes in line with national and local strategies and priorities.

The four ETB Directors (FET, Schools and OSD(x2)) comprise the Directorate, and with the Chief Executive form the Senior Executive.

CETB has developed a FET Steering Group, comprising senior managers representing all FET services and Chaired by the Director of FET, that oversees all Further Education and Training and related activities, considers and approve annual FET plan including which programmes are delivered and recommends overall strategy for Cork ETB in the area of FET.

Quality Assurance Governance, oversight and development is remit by the Quality Assurance Steering Group, the membership of which is listed here. A number of task groups to support the Steering Group have or are in the process of being established, including the Assessment Task Group, the Programme Approvals Group. Others will be established as the need arises.

The Head of each centre/service reports directly to the Director of FET
